Why this plan?

  1. Preserves land-based access to Liberty Island Road during the majority of the year (during non-flooding conditions)

  2. Utilizes roadways that DWR and EIP already planned to build along the western setback levee

  3. Opens up new public access along Hass and Cache Slough (seasonally closed during flooding events)

  4. Provides amenities like proper parking areas and bathrooms

  5. DWR can use their original design and breach the levee along Liberty Island Road
